Patch Tuesday - October 2026

Jeff Davies 14 Oct 2026 13 min read

1. Executive summary

Microsoft's October 2026 Patch Tuesday addresses a record volume of vulnerabilities, with counts varying by source: Rapid7 and Malwarebytes report 1,413, Tenable 1,407, SANS ISC 1,417, and Cisco Talos 1,415. One vulnerability is confirmed exploited in the wild: CVE-2026-96951, a Windows Shell security feature bypass rated CVSS 8.8 HIGH, which is in CISA KEV (added 2026-10-13) and bypasses the Mark of the Web (MOTW) warning. Two further flaws were publicly disclosed before patches were available: CVE-2026-108398 (CVSS 8.8 HIGH, .NET Framework security feature bypass, not in KEV) and CVE-2026-92707 (CVSS 5.3, MessagePack-CSharp denial of service). The bottom-line risk for EMEA financial services is not a single critical CVE but the combination of an actively exploited MOTW bypass that defeats the primary defence against malicious attachments, five no-interaction Outlook preview pane RCEs (CVE-2026-70242, CVE-2026-97749, CVE-2026-97016, CVE-2026-88156, CVE-2026-70291, all CVSS 9.8 CRITICAL, none in KEV), and the end of support for Exchange Server 2016/2019, Windows Server 2012/2012 R2, and Office 2021 on 14-15 October 2026, which removes future patching for systems still in production.

2. Regulatory framing

Article Trigger (the fact in this item) Practical impact
DORA Art. 17 CVE-2026-96951 is confirmed exploited in the wild and bypasses MOTW, the control that warns users before opening downloaded files. The ICT-related incident management process must account for an exploited-in-the-wild bypass of a user-facing security control; detection and response playbooks for malicious attachment delivery need review against a MOTW bypass.
DORA Art. 28 Exchange Server 2016 and 2019, Windows Server 2012 and 2012 R2, and Office 2021 reach end of support on 14-15 October 2026, with no ESU for Exchange or Office. ICT third-party risk management must address Microsoft products in production that will receive no further security updates; concentration and lifecycle risk for these dependencies needs assessment.
NIS2 Art. 21(2)(d) The same end-of-support dates remove the vendor patch channel for Exchange Server 2016/2019 and Office 2021. Supply chain security measures must cover the loss of vendor security updates for products still in the estate; migration or compensating controls are required.

3. Technical analysis & attack chain

This is a patch-roundup covering more than five CVEs. The triage table below orders KEV entries first, then by EPSS from the verified reference data. Full mechanism depth follows for the three most urgent entries.

Prioritised triage table

CVE Component CVSS KEV / EPSS Why it matters
CVE-2026-96951 Windows Shell 8.8 HIGH KEV (added 2026-10-13) / EPSS 2% Confirmed exploited in the wild. MOTW bypass removes the warning that stops users opening malicious files.
CVE-2023-23397 Microsoft Outlook 9.8 CRITICAL KEV (added 2023-03-14) / EPSS 97% Cited by Rapid7 as the precedent for no-interaction Outlook preview pane exploitation. Not a new October 2026 CVE; included because it remains in KEV with the highest EPSS in this advisory and is the reference case for the Outlook RCEs below.
CVE-2026-70242 Microsoft Outlook 9.8 CRITICAL Not in KEV / EPSS 1% Preview pane RCE, no user interaction required. Heap-based buffer overflow (CWE-122).

CVE-2026-108398 .NET Framework 8.8 HIGH Not in KEV / EPSS 0% Publicly disclosed before patch. WDAC bypass via malicious .NET assembly registration. Requires existing foothold.

CVE-2026-96951: Windows Shell MOTW bypass (exploited in the wild)

This is the only vulnerability in the October 2026 release that Microsoft confirms as exploited in the wild. It is a security feature bypass in the Windows Shell, the GUI interaction logic provided by explorer.exe and associated libraries and APIs. The specific control bypassed is the Mark of the Web, the alternate data stream that Windows uses to flag files downloaded from the internet and trigger a SmartScreen or Protected View warning before the user opens them. A successful bypass means Windows does not present the dialog warning the user that the file came from an untrusted source.

Exploitation requires user interaction. Rapid7 and Malwarebytes both describe the vector as social engineering: the attacker sends a specially crafted malicious file by email or instant messaging, or directs the target to an attacker-controlled site, and the target must open the file or click the link. The MOTW bypass means the usual warning is absent, so the user receives no prompt that the file is untrusted.

CWE classification differs between sources. The verified reference data records CWE-77 (Command Injection). Cisco Talos describes the shared weakness as "Improper Neutralization of Special Elements used in a Command ('Command Injection')", which matches CWE-77. Rapid7 and Malwarebytes describe the flaw as a security feature bypass without naming a CWE. The verified CWE-77 classification is used here.

Patch coverage is incomplete for legacy platforms. Windows Server 2012 does not receive a patch for this vulnerability; Windows Server 2012 R2 does. Rapid7 notes the advisory acknowledges reporters from multiple organisations, none from within Microsoft. The vulnerability also affected Microsoft's Outlook.com cloud service, which was patched in a build dated several weeks before the October release.

This is the third Windows Shell flaw exploited in the wild in 2026. Tenable records CVE-2026-21510 (patched February 2026) and CVE-2026-32202 (patched April 2026) as the two earlier cases.

CVE-2026-108398: .NET Framework WDAC bypass (publicly disclosed)

This is a .NET Framework security feature bypass, CVSS 8.8 HIGH, publicly disclosed before a patch was available. Microsoft did not detect exploitation in the wild, per SANS ISC. Exploitation requires an attacker who already has a foothold on the target: they register a malicious .NET assembly for loading by a protected process, which bypasses Windows Defender Application Control (WDAC) enforcement. WDAC is now branded App Control for Business. The practical effect is that an attacker with local access can run unauthorised applications on a system where application control is enforced. Rapid7 assesses that the patch removes an attacker-controlled location from the list of places .NET Framework searches for registered assemblies, which are typically contained within DLLs and executables. That mechanism description is Rapid7's inference from the patch, not a Microsoft statement, and should be treated as single-sourced.

Outlook preview pane RCEs (CVE-2026-70242, CVE-2026-97749, CVE-2026-97016, CVE-2026-88156, CVE-2026-70291)

Microsoft published five separate remote code execution vulnerabilities in Outlook where the preview pane is a vector. Rapid7 states that simply scrolling past an email in the Outlook reading pane is sufficient to trigger exploitation, and that Outlook may display the preview without any user interaction at all. All five are CVSS 9.8 CRITICAL per the verified reference data and all receive fixes in the same October patches. None is in CISA KEV and each has EPSS 1%.

The verified reference data records the underlying weakness for each: CVE-2026-70242, CVE-2026-97016 and CVE-2026-70291 are heap-based buffer overflows (CWE-122); CVE-2026-97749 is a double free (CWE-415); CVE-2026-88156 is a stack-based buffer overflow (CWE-121). Rapid7 notes that no-interaction Outlook preview pane vulnerabilities have featured in state-backed actor campaigns, citing CVE-2023-23397 as the prominent example. CVE-2023-23397 is in CISA KEV (added 2023-03-14) with EPSS 97% and is classified CWE-20 and CWE-294. No actor is named in the sources for the October 2026 Outlook flaws, and no attribution is made here.

Other notable entries from the release

CVE-2026-70229 is a remote code execution vulnerability in Windows Active Directory Domain Services, CVSS 8.1, rated critical by Tenable and assessed by Microsoft as "Exploitation More Likely". Cisco Talos records the shared weakness as Incorrect Authorization. Exploitation is by sending a crafted packet to the AD DS service, which could grant code execution.

CVE-2026-70571 is a remote code execution vulnerability in Microsoft Exchange Server, CVSS 8.1, rated critical by Tenable and assessed as "Exploitation More Likely". Cisco Talos records the shared weakness as Stack-based Buffer Overflow. SANS ISC states Microsoft considers the attack complexity high and that the vulnerability is triggered by an attacker sending a specific email to the Exchange server that triggers the flaw during content conversion.

CVE-2026-70279 is a spoofing vulnerability in Microsoft Exchange Server, CVSS 9.3, assessed as "Exploitation More Likely". Exploitation requires social engineering to convince a target to click a malicious link; against a target with administrative privileges it would allow access to or modification of organisational data.

Windows DHCP Server has 10 remote code execution vulnerabilities, including five critical, per SANS ISC. Cisco Talos lists CVE-2026-100202 (Windows Message Queuing Queue Manager, CVSS 9.8, Use After Free), CVE-2026-100219 and CVE-2026-105016 (Microsoft QUIC, each CVSS 9.8), and 18 Microsoft Office Excel RCEs each at CVSS 8.8. Tenable's product breakdown shows Microsoft Office Excel with 69 CVEs, Role: DNS Server with 52, Windows Kernel with 46, Windows Installer with 38, and Windows Win32 Kernel Subsystem with 36. Elevation of privilege accounted for 47.9% of patched vulnerabilities and remote code execution 22.3%.

Edge advisory gap

Rapid7 reports that several recent Edge security update release notes mention new Edge versions incorporating the latest Chromium updates but do not detail which vulnerabilities were fixed, stating "CVE's will be added as soon as available" and directing readers to the Security Update Guide. At the time of writing, the SUG listed zero vulnerabilities addressed in Edge in the first 13 days of October, and the message had been up for over a week. Defenders have no way of knowing which recent vulnerabilities Microsoft has addressed in Edge. This is a single-sourced observation from Rapid7.

Product lifecycle changes

Windows 11 24H2 Home and Pro reach end of servicing on 14 October 2026. Windows Server 2022 moves to extended support, with free critical security updates continuing but no further feature development. Windows Server 2012 and 2012 R2 reach the end of the third and final year of the cash-for-updates Extended Security Update program on 14 October 2026. Office 2021, including the Long-Term Servicing Channel, retires on 14 October 2026 with no ESU available. Exchange Server 2016 and Exchange Server 2019 reach end of support on 15 October 2026 after two previous six-month reprieves, with no ESU; Microsoft states that future Exchange Server CVEs released by MSRC will stop mentioning Exchange 2016 and 2019, and that a lack of warnings does not mean those unsupported versions are not vulnerable to future security issues.

4. Mitigation & containment

P1 (within 24 hours)

  • Patch CVE-2026-96951 on all supported Windows endpoints and servers. This is the only confirmed exploited-in-the-wild vulnerability in the release and it is in CISA KEV. Windows Server 2012 R2 receives a patch; Windows Server 2012 does not, so any remaining Server 2012 host running the Windows Shell has no vendor fix and must be isolated or retired.
  • Patch the five Outlook preview pane RCEs (CVE-2026-70242, CVE-2026-97749, CVE-2026-97016, CVE-2026-88156, CVE-2026-70291) on all systems running Outlook. These are CVSS 9.8 CRITICAL and require no user interaction, so they cannot be mitigated by user awareness alone. Where patching cannot be completed immediately, disable the Outlook reading pane and preview pane by Group Policy (Outlook\Outlook Options\Preferences\Reading Pane, set "Reading Pane" to off) as a temporary compensating control.
  • Patch CVE-2026-108398 on systems with WDAC or App Control for Business enforced. The flaw is publicly disclosed and requires an existing foothold, so it is a post-compromise escalation path rather than an initial access vector, but it defeats application control on hosts where that control is the primary defence.
  • Confirm whether Exchange Server 2016 or 2019 remains in production. These reach end of support on 15 October 2026 with no ESU. Patch CVE-2026-70571 and CVE-2026-70279 before that date, then treat the servers as unsupported and plan migration.

P2 (within 72 hours)

  • Patch CVE-2026-70229 (AD DS RCE, CVSS 8.1, "Exploitation More Likely") on all domain controllers. Sending a crafted packet to the AD DS service is the vector, so domain controllers exposed to untrusted network segments carry the highest risk.
  • Patch the Windows DHCP Server RCEs (10 vulnerabilities, five critical, per SANS ISC) on all DHCP servers.
  • Patch CVE-2026-100202 (Windows Message Queuing Queue Manager, CVSS 9.8), CVE-2026-100219 and CVE-2026-105016 (Microsoft QUIC, each CVSS 9.8) where those components are in use.
  • Patch the 18 Microsoft Office Excel RCEs at CVSS 8.8 and the broader Office update set. SANS ISC notes the larger number of Office vulnerabilities is noteworthy and that Office updates should likely be addressed quickly.

P3 (within 7 days)

  • Patch the remaining October 2026 CVEs by component group: Windows Kernel (46), Windows Installer (38), Windows Win32 Kernel Subsystem (36), Microsoft Office SharePoint (34), Windows Search Component (29), Windows NTFS (26), .NET (25), Office Word (22), SQL Server (22), Windows Error Reporting (22), per Tenable's product breakdown.
  • Resolve the Edge advisory gap. Because Microsoft has not published which vulnerabilities recent Edge builds address, treat Edge as unverified and either update to the latest available build on the assumption it contains Chromium fixes, or restrict Edge use on high-value endpoints until advisories appear. This is a single-sourced observation from Rapid7; verify against Microsoft's release notes before acting.
  • Plan migration off Windows Server 2012 and 2012 R2 (ESU Year 3 ended 14 October 2026), Office 2021 (retired 14 October 2026, no ESU), and Windows 11 24H2 Home and Pro (end of servicing 14 October 2026). Windows Server 2022 remains supported under extended support with free critical security updates.

5. Indicators of compromise

No indicators of compromise available in the source material. The sources describe vulnerabilities and patch coverage, not malware samples, command-and-control infrastructure, or file artefacts. No hashes, domains, IP addresses, or file paths are present in the provided content.

The sources do describe observable behaviours relevant to detection. These are listed below as behavioural indicators; they are not atomic indicators and do not go in a copyable block.

Behavioural indicators

Behaviour Where to observe Confidence
A downloaded file opens without the Mark of the Web warning dialog appearing Endpoint: SmartScreen and Protected View telemetry; Windows event logs for file open events on files with a Zone.Identifier alternate data stream Medium. Behaviour is the expected effect of CVE-2026-96951 exploitation, but the source does not provide a specific log signature.
A .NET assembly is registered for loading by a protected process from an unexpected location Endpoint: .NET assembly load events, WDAC/App Control for Business audit logs, process creation for assembly registration Medium. Described by Rapid7 and Malwarebytes as the exploitation mechanism for CVE-2026-108398; no specific path or command is given in the sources.
Outlook displays a message preview and code executes without the user opening the message Endpoint: Outlook process behaviour, child process creation from OUTLOOK.EXE, crash telemetry in the Outlook process Medium. Described by Rapid7 as the effect of the five preview pane RCEs; no specific process or payload detail is given.
A crafted packet is sent to the AD DS service resulting in code execution Network and endpoint: domain controller service traffic, unexpected child processes from AD DS Low. Described by Tenable as the vector for CVE-2026-70229; no packet signature or port is given.
A specific email sent to an Exchange server triggers a flaw during content conversion Server: Exchange content conversion process, crash or unexpected process creation during mail processing Low. Described by SANS ISC as the vector for CVE-2026-70571; no message format or header detail is given.

6. Detection

The sources do not contain distinctive strings, command-line flags, mutex names, scheduled-task names, file names, registry keys, or hard-coded values from the vulnerabilities themselves. The content describes patch coverage, CVE identifiers, and product names, none of which are artefacts of the threat. A YARA or Sigma rule built from these would detect reporting about the vulnerabilities, not exploitation of them.

Insufficient indicators to author detection rules.

8. Adverse Trace position

Adverse Trace assesses CVE-2026-96951 as the priority item in this release: it is the only vulnerability confirmed exploited in the wild, it is in CISA KEV, and its effect is to remove the Mark of the Web warning that is the primary user-facing defence against malicious attachments. The five Outlook preview pane RCEs at CVSS 9.8 CRITICAL are the second priority despite not being in KEV, because they require no user interaction and therefore cannot be mitigated by awareness training; the EPSS scores of 1% reflect that exploitation has not been observed, not that the flaws are low risk. The end-of-support dates for Exchange Server 2016/2019, Windows Server 2012/2012 R2, and Office 2021 on 14-15 October 2026 mean that any client still running these products will receive no further vendor patches, and the DORA Art. 28 and NIS2 Art. 21(2)(d) obligations on third-party and supply chain risk are engaged by that fact. We will monitor for Microsoft publication of the missing Edge advisory detail and for any exploitation reports against the Outlook preview pane CVEs, and will issue a follow-up if either changes the assessment. Clients should treat the P1 items in section 4 as the immediate action set.
